Unable to Shrink Windows Volume: Service Cannot be Started

This is a different issue then the one posted all over the internet.  This is NOT the issue of system files being placed far into the partition causing it to be unshrinkable beyond a certain point.

If you get the error “virtual disk manager service cannot be started, either because it is disabled …” then you may have done what I did, disabled the disk defragmenter service.  You may ask why I did this, it is because I run SSD drives which should not be defragmented.

So just fire up the disk defragmenter service and you will be able to shrink a volume.
